If you're lucky, you'll get it in like 5-10 caps during TW's prime time. Or you can cap it when there's very little people on, but prepare to spend like 200k.
Of course, there is no set % or rates since we don't know how many people capped it in total.

DX is set to have a much higher rate than other dream caps, so I think it has a higher chance.
